The City of Raleigh Helps Homeowners Address Needed Home Repairs

The City of Raleigh Community Development Division has two programs designed to help homeowners address needed home repairs. The Homeowner Rehabilitation Program and the Limited Repair Program provide assistance with roof leaks, malfunctioning plumbing, electrical or heating systems, broken windows, flooring, and lead paint removal are all covered under these programs.

The Homeowner Rehabilitation Program

The Homeowner Rehabilitation Program assists homeowners in financing major house repairs. The program’s purpose is to solve problems in the home that endanger the residents’ lives, safety, or health. The City of Raleigh, NC will finance up to $90,000.00 for construction costs, as determined by City staff or designee, plus closing costs. For homeowners who are 62 and older or disabled, the loan is forgiven after 5 years. 

To qualify, applicants must:

  • Currently own and occupy the home to be rehabilitated
  • Continue to occupy the home as your primary residence after the work is complete
  • Have owned the home for at least five years
  • Be 62 years or older or have a disability
  • Have a household income that does not exceed the income limits

To qualify, the property must:

  •  Be located within the City limits of Raleigh 
  • Be traditional single-family housing (single-family detached, townhome, or condominium unit) 
  • Have three or more severely deteriorated systems (such as roof, HVAC, electrical, plumbing, structural) 
  • Have a property value, as determined by appraisal or tax value, of $275,000.00 or less

The Limited Repair Program

The Limited Repair Program is for repairs to at least one or two faulty systems such as roof, heating and cooling systems, electrical, plumbing, or structural problems. The maximum loan amount is $15,000.00. The loan is a deferred, non-interest bearing loan that discounts (principal is reduced) 20% per year for five (5) years.  The loan is forgiven after five (5) years of owner occupancy. 

To qualify, applicants must: 

  • Be elderly (62 and older) or disabled 
  • Presently occupy the home 
  • Occupy the home as a primary residence upon completion of the repairs 
  • Own the property for a minimum of five years prior to application 
  • Have a household income, adjusted for household size, that does not exceed the program limits set forth below

To qualify, the property must: 

  • Be located within the City limits of Raleigh
