City to Facilitate Building Renovation with Newly Launched Grant Scheme
The City of St. Joseph, Missouri has officially announced that they are now accepting applications for their Urban Homestead rehabilitation grant program. The primary goal of this program is to mitigate the prevailing issue of urban decay in the community by enabling homeowners to revitalize their properties.
Kim Schutte, the city’s Historic Preservation Planner, shed light on the details of the program, explaining that it functions by providing financial assistance directly to contractors engaged in the restoration work. This initiative has a robust budget of $1 million, sourced from the city’s allocation of the American Rescue Plan Act (ARPA) funds, provided by the federal government.
Schutte elaborated, “The concept of the Urban Homestead Residence Rehabilitation Project was first put forward by the city’s ARPA committee approximately a year ago. As the city began to distribute the ARPA funds received from the federal government, the notion was to target the structures that required significant assistance. Our focus is on supporting low- to moderate-income individuals by providing them with the necessary funds to carry out essential repairs to their homes.”

According to Schutte, the city is prepared to finance a wide range of repair work, including roofing, siding, and interior renovations. The maximum funding allocation for any given project is capped at $25,000.

Explaining the procedural details, Schutte said, “Interested individuals should contact me. We’ll determine the required work scope, then put the project up for bids. The selected contractors will then invoice the city directly. While the funds are provided in the form of a grant, they do not go directly to the property owner.”
Schutte further emphasized that the program offers an extensive range of financial assistance, encouraging anyone interested in receiving aid to contact her office. “The target demographic is low- to moderate-income individuals as defined by the Department of Housing and Urban Development. There are income limits in place, but the threshold isn’t extremely low. I believe most individuals who require this type of assistance will likely qualify, so I strongly urge them to reach out.”
As for the application process, Schutte described it as straightforward and uncomplicated, requiring only basic information to initiate. “The process is really quite simple. It begins with a phone call to me, where I gather the applicant’s information and explain the process in detail. I then send out the application form, which initially only requires their contact information and a brief description of their needs.”
Schutte expects the program to remain available until May 2024.
