Greensboro Offers Property Tax Rebates

The City Council of Greensboro, North Carolina has recently approved a pilot program that allows eligible residents to receive a rebate on their property taxes in the city. Under this program, a total of $250,000 has been allocated to reimburse a portion of city taxes to low-income homeowners.

During a council work session last month, Assistant City Manager Larry Davis provided some insights into the program. He mentioned that the typical applicant is expected to qualify for a rebate of around $150. With a budget of $250,000, the program aims to serve approximately 1,500 to 2,000 applications.

The maximum rebate allowed is calculated as the difference between the city taxes paid for tax year 2021 and subsequent tax years starting from tax year 2022. The minimum rebate amount allowed is $50.

To learn more about the program and apply, interested individuals can visit the website www.greensboro-nc.gov/PropertyTax. Additionally, paper applications in English are available at Greensboro public libraries, and translated paper applications will be made available at libraries by May 1.

It’s important to note that the deadline for applying to the program is June 15.

However, it’s important to understand that this program only applies to the city portion of the homeowner’s tax bill, and it does not cover taxes paid to Guilford County. Assistant City Manager Larry Davis emphasized that the city has no control over what is paid to Guilford County.

To be eligible for the program, applicants must meet certain criteria, including having incurred and paid the taxes (or paid the mortgage if taxes are included in escrow), living in the home as their principal residence, owning the home for the previous five years, experiencing a property revaluation increase as part of the 2022 Guilford County property revaluation with a city tax increase of at least $50 compared to the prior year, documenting a total household gross income equal to or less than $41,000 for one person or $47,000 for two or more people, having no outstanding liens, assessments, or delinquent taxes owed to the city of Greensboro, and not having received assistance from the County Homestead Tax Exclusion Program. The total property tax value is also limited to $250,000, which roughly represents the median value of homes in Greensboro.

The program covers single-family homes, townhomes, and condos. However, it does not apply to homes held with title and not a deed, such as some mobile homes.

Davis expressed hope that the applications can be processed and the rebates can be distributed to eligible applicants no later than September. If the program receives significant interest and proves to be popular, the City Council may consider allocating additional funds to support its continuation and expansion.
