The City of Paducah, Kentucky is on a mission to revitalize its Southside, as discussed at a recent city commission meeting. Leaders are putting into motion three key funding incentives, created through a collaboration between the city planning team and Southside Steering Committee. These incentives aim to aid homeowners and small business owners in the Southside with vital repair and refurbishment projects.

Melanie Reason, Business Development Specialist for the city, highlighted two major housing programs specifically designed for the Walter Jetton and Uppertown areas. The Jetton Symphony Project or Dunlap Project, which are the primary focus, could serve as a starting point for this rejuvenation effort.

One proposed program is a microgrant initiative, which offers a 50-50 match to homeowners for essential repair or upgrade projects. This includes repairs to windows, porches, driveways, siding, gutters, and similar features with projects estimated to cost between $500 and $5,000. However, projects currently in violation of city codes would not be eligible for these grants.

During the discussion, Commissioner Raynarldo Henderson expressed concerns about those homeowners who might not have the initial funding to qualify for the program. In response, Reason proposed working with the fire prevention department to identify potential beneficiaries before they fall into active code violation situations.

In addition, a larger incentive program is also in the works, focusing on new construction and substantial home rehabilitation projects. This program begins at a substantial $50,000. City funds for these larger projects would be provided as forgivable, zero-interest, five-year loans, with a maximum of $27,000 per project. This approach aims to encourage long-term residency and stable neighborhood development.

A third proposed initiative is a small business grant program. This would offer 50-50 matching grants to Southside businesses with 50 or fewer employees, providing essential aid for roof stabilization and façade improvements.

The goal of all these initiatives, according to Reason, is to stabilize Southside’s residential and commercial buildings, create stable neighborhoods, and build generational wealth among residents. In addition, they hope to leverage private investment in the neighborhood and promote home ownership. These proposed programs are expected to be introduced formally in an ordinance in June, with applications opening after a second reading.

City Planning Director Nic Hutchison extended his thanks to the Southside Committee members and city planning team members for their efforts and dedication to the Southside community. As these programs are in the early phase, adjustments may be made based on needs and feedback. However, the ultimate goal remains the same – to make a significant and lasting impact on the Southside of Paducah, Kentucky.
