The City of Jamestown could soon see an influx of additional financial resources dedicated to facilitating property improvements for homeowners. The fresh wave of funding is an anticipated boost that will further invigorate the local housing market and make homeownership more appealing.

During a recent city council meeting held on Monday, members deliberated over the specifics of a homeowner grant scheme that is to be implemented by the Jamestown Department of Development. This detailed examination of the grant’s features is a critical stage before the funds are distributed to the deserving homeowners.

The funding for the project was initially allocated in the previous year as part of the American Rescue Plan Act (ARPA), but the actual rollout of the resources had been postponed until now due to administrative reasons. This delay is about to end, marking a significant milestone in the financial aid distribution process.

According to Crystal Surdyk, the Director of Development, homeowners looking to apply for this grant should be prepared for a ten percent match requirement. “The grant covers up to $2,500 in expenses, which can be paid directly to a contractor undertaking the property improvement tasks, or homeowners can opt to cover the costs themselves initially, and then receive a rebate,” she explained. Surdyk also mentioned that a draft of the grant program was given to the council for review to ensure its compliance with the envisioned objectives of the grant.

In the recent past, two comparable programs aimed at enhancing the city’s housing stock were financed through ARPA dollars. These programs were specifically targeted towards addressing the issues related to ‘zombie properties’ – houses that are neglected or abandoned during foreclosure – and bolstering the development of housing solutions for the senior population. These initiatives, coupled with the imminent homeowner grant, highlight a comprehensive strategy aimed at rejuvenating Jamestown’s housing landscape.
