Eligibility Expansion in Homeowner Assistance Fund Program Promises Mortgage Aid for More Homeowners

The Homeowner Assistance Fund (HAF) Program in Hawaii is expanding its scope, offering enhanced financial support and broadened eligibility to an increased number of homeowners across the state. Effective immediately, the program is implementing four key changes designed to provide comprehensive assistance to more homeowners, including those who previously did not qualify.

Firstly, the maximum assistance amount that a household can receive has seen a significant rise, doubling from $30,000 to a substantial $60,000. Secondly, homeowners can now receive forward payment mortgage assistance for a period of up to 12 months. Thirdly, homeowners are no longer required to be in arrears or delinquent on their mortgage to qualify for the program, making it more accessible to a broader range of homeowners. Finally, owners of homes under reverse mortgages are now also eligible for assistance.

Since its establishment, the HAF Program has been instrumental in providing essential mortgage support to homeowners grappling with financial distress due to the COVID-19 pandemic. The Council for Native Hawaiian Advancement (CNHA) and Hawaii Community Lending (HCL), the program’s service providers, have been unwavering in their commitment to aid Hawaii’s most vulnerable homeowners. This expansion seeks to extend this lifeline to even more homeowners.

The HAF Program provides financial assistance towards mortgage payments, specific property charges, or utility bills. Importantly, homeowners do not necessarily need to hold a mortgage to be eligible for assistance with property charges or utility payments, provided they meet other program requirements. These include experiencing financial hardship due to the pandemic and meeting other eligibility criteria.

Those who previously applied to the program are urged to reach out to their local service provider to determine their current eligibility for assistance or the possibility of receiving additional aid. The program currently operates in three counties across Hawaii: Oahu, Hawaii County, and Kauai County. Homeowners can gather more information or learn how to apply by contacting their local county program.

Notably, Maui County issued a Request for Proposals (RFP) for its HAF Program on May 8, 2023. However, with the RFP closure on May 24, 2023, and no proposal received, the county is now exploring alternative strategies to establish the program.
