Financial Help Still Available in Vermont for Struggling Homeowners and Renters

The State of Vermont, using funds from the American Rescue Plan of 2021, offers two programs that help homeowners, landlords, and renters impacted by Covid-19.

The Vermont Homeowner Assistance Program (VT HAP), administered by the Vermont Housing Finance Agency (VHFA), provides homeowners with grants of up to $30,000.00 if they are facing financial hardship after January 20, 2020. The money comes in the form of a grant and should not be paid back. These funds can be used to cover delinquent mortgage payments, prop[erty taxes, utilities, homeowner’s association fees, and other housing-related expenses. 

To be eligible for the Vermont Homeowner Assistance Fund program, applicants’ income must be at or below 150% of the Area Median Income and they can only apply for their primary residence, located in the State of Vermont. The Vermont Emergency Rental Assistance Program (VERAPP) helps landlords on behalf of renters and tenants. Through its second round of federal funding for the Emergency Rental Assistance Program (ERAP), established by the Consolidated Appropriations Act 2021. The program will provide assistance to landlords and renters who are having financial difficulties due to the COVID-19 outbreak. This rental and utility assistance (electricity, gas, water, sewer, trash removal, and energy costs) helps renters avoid eviction or loss of utility service. The property for which help is provided must be located in the State of Vermont and the applicant’s income must be at or below 80% of the Area Median Income (AMI). A member of the household or members of the household must exhibit a risk of homelessness or housing instability. Applications are available here
