Gretchen Whitmer, GOP Strike $4.7 Billion Michigan Infrastructure Deal

Democratic Gov. Gretchen Whitmer and the Republican-led Legislature reached a big budget agreement, allocating $4.7 billion from the state’s surplus and federal stimulus funding to rebuild Michigan‘s outdated infrastructure, among other things.  It is expected to be sent to a vote of the full House and Senate Thursday and then goes to Gov. Gretchen Whitmer for her signature. More than $1.7 billion will be spent on drinking water and wastewater system improvements, $450 million will be spent on parks and trails, $317 million will be spent on road and bridge repairs, and $250 million will be spent on broadband infrastructure grants to bring high-speed internet to underserved areas.

“We are so proud to announce that we have reached a deal on a bipartisan infrastructure supplemental to invest in our shared priorities including drinking water, high-speed internet, housing, and parks,” said Gov. Gretchen Whitmer. “These are tough times for families, small businesses, and communities, and this bipartisan supplemental (bill) will help grow our economy, create jobs, and invest in every region of our state.”

The new deal includes: 

  • $1.7 billion in clean water support, including loans for local towns to repair lead service lines, address new contaminants, and provide extra aid to tiny and disadvantaged communities like Benton Harbor that are dealing with water contamination.
  • $317 million for road and bridge building, with $237.5 million for state trunklines and $79.2 million for local roads.
  • Local parks and trails will get $200 million in federal funding, including $60 million for recreational greenways in Detroit, $55 million for greenways in Grand Rapids, $20 million for tourism and sports programs in northern Michigan, and $65 million for other park projects.
  • Another $250 million in federal funds to help improve, repair, and maintain state parks, recreation areas, and trails 
  • $200 million for the Four Lakes Task Force that had agreed to buy Midland-area dams that failed in 2020 and led to massive flooding, along with another $15 million for inspection and review of the dam failures
  • $121.4 million in federal funding for homeowner assistance funds to help prevent mortgage delinquencies, defaults, foreclosures, utility or internet service loss, or homeowner displacement because of financial hardship after January 21, 2020
  • $383 million in federal money for COVID-19 rental assistance to help low-income individuals who faced “severe financial difficulty” during the pandemic
  • $66 million for backup generators at highway pump stations, as recommended by the Whitmer administration to combat the type of flooding that forced highway closures in Metro Detroit last summer.
