Arizona Revised Statute 34-451 requires the Department of Commerce to create and adopt energy conservation standards for new public construction, including schools and universities. The standards are required to be consistent with the recommended energy conservation standards of the American Society of Heating, Refrigerating and Air Conditioning Engineers and the International Energy Conservation Code.

The statute also requires that certain state agencies, the Department of Administration, the Arizona Board of Regents, and the Department of Transportation, reduce energy use in their building systems by 10% in 2008 and by 15% in 2011 (using 2002 as the baseline year). The Arizona Energy Office, within the Department of Commerce, provides technical assistance and insures that the mandate is implemented as written.

Additionally, this legislation requires all state agencies to buy energy efficient products that are either Energy Star labeled or certified under the federal energy management program in all categories that are available, unless the products are shown not to be cost-effective on a life cycle cost basis.
