Lakeland Electric, one of the largest municipal utilities in Florida, offers net metering to residential customers who install photovoltaic (PV) systems up to 10 kilowatts (kW) in capacity and to commercial customers who install PV systems up to 500 kW in capacity. There is no limit on the total net-metered capacity allowed in Lakeland’s service territory. If the energy delivered to the utility exceeds the energy delivered to the customer during a given billing cycle, a credit for the customer’s net excess generation (NEG) is carried forward to the customer’s next bill indefinitely.

The terms of interconnection and net metering are specified in a document titled “Agreement for parallel connection of a photovoltaic generator with the City of Lakeland’s Electric Distribution System.” Customers are required to have a general liability insurance policy for personal and property damage in the amount of at least $100,000. (A standard homeowner’s policy typically meets this requirement.) PV systems and inverters must meet relevant UL and IEEE standards. Systems must be installed in compliance with relevant IEEE standards and the National Electric Code. Lakeland Electric requires an external disconnect switch for interconnected PV systems.
