The Ohio Wind Production & Manufacturing Incentive Program provides production-based incentives to support new Ohio wind-energy projects. The most recent solicitation, issued in February 2007, was open to utility-scale wind-energy projects (more than five megawatts) and to community wind-energy projects (500 kilowatts to five megawatts). The program is funded by the state’s public benefits fund, the Ohio Advanced Energy Fund (AEF).

The Ohio Department of Development’s Office of Energy Efficiency (OEE) and the funding recipients will negotiate the total amount of the production incentive grant. Under the February 2007 solicitation, generators will receive a production incentive of $0.01 per kilowatt-hour (kWh) for up to five years, or until the entire amount of the grant approved has been earned by the wind-energy project, whichever occurs first. A higher incentive rate of $0.012 was available for projects that utilize “Ohio-manufactured” wind “turbines.” These terms are defined as follows:

• Turbine: the nacelle, blades, and tower, and all components included therein.
• Ohio-Manufactured: at least 30% of the total turbine cost comes from parts directly manufactured in Ohio; OR one of the major turbine component groups – nacelle, blades, or tower – is completely manufactured in Ohio; OR the turbine is completely assembled in Ohio with a workforce of at least 50 employees dedicated to this task.

The deadline for applications for the February 2007 solicitation was July 16, 2007.
