Siskiyou County Woodsmoke Reduction and Heating Replacement Program

Siskiyou County, California is funding the Woodsmoke Reduction and Heating Replacement Program with Community Development Block Grant Program CDBG funds to improve the health, safety, and efficiency of residential heating for low- to moderate-income households in the County’s unincorporated areas. The replacement devices emit fewer greenhouse gases (GHG) and other air pollutants and are less likely to start fires than old stoves that may have been improperly installed. Applications are being accepted since March 1, 2022. Unincorporated County residents using uncertified wood stoves or wood inserts or fireplaces as their primary heat source may be eligible for a voucher towards the purchase and installation of qualifying devices depending on household income.

Senate Bill 563 established the Woodsmoke Reduction Program to be administered by California Air Resources Board CARB to promote the voluntary replacement of old wood-burning stoves with cleaner and more efficient alternatives. The Program is implemented by the California Air Pollution Control Officers Association (CAPCOA) and it is part of California Climate Investments (CCI).

The Woodsmoke Reduction and Heating Replacement Program provides qualified households in unincorporated regions of Siskiyou County with up to an $8,000.00 grant in the form of a voucher to replace obsolete, inefficient, and highly polluting wood stoves, wood inserts, and fireplaces with cleaner-burning and more efficient home heating systems. The voucher is valid for the purchase of base model EPA-certified equipment as well as the cost of installation by a County-licensed program contractor. Vouchers will be distributed on a first-come, first-served basis until the program’s funds are exhausted and only the County’s licensed program contractor can use vouchers. Eligible costs that can be covered by this voucher include the cost of the new device including sales tax, installation including any parts, materials, permits, or labor required for the safe and legal installation of the new device, and removal and recycling/disposal of the old wood stove or insert. All eligible costs must be supported by appropriate documentation.

Applications will be reviewed for completeness first, and then County staff will process them to confirm the information submitted. The Program Contractor will submit the voucher and required paperwork to the County for processing and Contractor payment. If the contract price is above $8,000, the Homeowner is responsible for paying the difference.
