Wisconsin Help for Homeowners Program Launched

The new Wisconsin Help for Homeowners program is set to provide more than $92 million in financial assistance, using support provided through the American Rescue Plan Act. The Department of Administration, Division of Energy, Housing, and Community Resources (DEHCR) ​is administering the program. 

“The Wisconsin Help for Homeowners program will provide a lifeline to homeowners who might otherwise be at risk of losing their homes because of hardships created by the pandemic,” said Governor Tony Evers. “Whether because of losing hours at work, increasing household costs, or any number of other reasons, Wisconsin stands ready to help folks make ends meet and get back on their feet because no one should ever have to worry about keeping a roof over their head for themselves or their family.”

A maximum award of $40,000.00 per eligible household will be available. Assistance below $10,000.00 will be provided as a grant. Assistance over $10,000.00 will be structured as a 1-year, non-interest bearing, non-amortizing forgivable loan. The loan is due in full upon sale, refinance, or transfer of ownership. If no resale, transfer, or refinance occurs within 1 year and the homeowner remains in the home, the loan will be fully forgiven. Eligible funding from the Wisconsin Help for Homeowners program will go directly to financial institutions, local treasurers, utility companies, or other entities to pay for overdue bills.

Who Is Eligible for the Wisconsin Help for Homeowners program?

The program can help with overdue bills like mortgage payments, property taxes, utilities, and more. Eligible properties include single-family homes, duplexes, condos, and factory-built homes. The WHH program provides housing grants to owner-occupied households who have experienced financial hardship since January 21, 2020, based on income level (check the income requirement here). Eligible types of expenses under this program may include but are not limited to: 

  • ​mortgage and interest payments 
  • real estate taxes 
  • condominium, association, and lot fees

Fill out and submit an online application via the Neighborly application portal​. Applications are open on a first-come, first-served basis. The application portal has options for Spanish, Hmong, and Somali in addition to English. Call 1-855-2-HOME-WI to get additional information, 8:30 am – 5 pm, Monday – Friday.
