Grants for Housing Support Awarded to New York Municipalities and Groups
Local municipalities and organizations in New York State are set to receive state grants aimed at supporting affordable homeownership and housing initiatives. Gov. Kathy Hochul recently announced that over $46 million in grant awards will benefit approximately 1,400 households. These grants will facilitate home repairs, safety upgrades, manufactured home replacements, and down payment assistance for first-time buyers, with a focus on helping low- and moderate-income families.
Administered by New York State Homes and Community Renewal’s Office of Community Renewal, these grants were awarded to nonprofit organizations and localities. Their primary objectives are to preserve affordable housing, assist veterans and older New Yorkers, enhance homeownership opportunities, and strengthen local economies.
These awards encompass various state and federally-funded programs, including NYS HOME, NYS Community Development Block Grant, Access to Home, Access to Home for Heroes, Access to Home for Medicaid, Mobile and Manufactured Home Replacement, and RESTORE. Each program conducts annual competitive funding rounds to allocate resources.
The local municipalities and organizations set to receive these grants include:
- City of Oneonta: $500,000 CBDG grant for owner-occupied housing rehabilitation.
- Delaware Opportunities: $600,000 HOME grant for owner-occupied housing rehabilitation and a $500,000 RESTORE grant for emergency repairs for elderly homeowners.
- Otsego Rural Housing Assistance, Inc.: $150,000 Access to Home grant for accessibility modifications and a $250,000 RESTORE grant for emergency repairs for elderly homeowners.
- RUPCO, Inc.: $500,000 RESTORE grant for emergency repairs for elderly homeowners.
- Schoharie County: $800,000 CBDG grant for manufactured housing replacement.
- Schoharie County Rural Preservation Corp.: $496,000 HOME grant for owner-occupied housing rehabilitation.
- Town of Kortright: $350,000 CBDG grant for owner-occupied housing rehabilitation.
- Town of Middletown: $500,000 CBDG grant for owner-occupied housing rehabilitation.
- Town of Roxbury: $500,000 CBDG grant for owner-occupied housing rehabilitation.
- Town of Unadilla: $500,000 CBDG grant for owner-occupied housing rehabilitation.
- Village of Bainbridge: $500,000 CBDG grant for housing rehabilitation (owner-occupied and multi-unit rental), lateral replacement, and manufactured housing replacement.
The HOME Program funds can be utilized for a range of purposes, including the acquisition and rehabilitation of single-family housing, down payment assistance, replacement of dilapidated mobile and manufactured homes, and tenant-based rental assistance for households with incomes at or below 80% of the area median income.
The Community Development Block Grant Program provides federal funds to support community improvement projects and benefit residents. In the context of housing, these grants can be applied to the rehabilitation of owner-occupied or renter-occupied homes, down payment assistance for low- and moderate-income first-time homebuyers, and assistance for private water/wastewater systems for low- and moderate-income homeowners.
The Access to Home program offers financial aid to make homes accessible for low- and moderate-income individuals with disabilities, enabling them to live safely and comfortably in their residences. It helps them avoid institutional settings.
The Mobile and Manufactured Home Replacement program is designed to assist low- and moderate-income homeowners in replacing dilapidated mobile or manufactured homes with new manufactured, modular, or site-built homes on land they own.
