Description
The Texas Tax Code allows local governments to abate ad valorem property taxes on the value of new property improvements. Individual cities must develop eligibility requirements and review guidelines at least every two years. The current San Antonio guidelines are in effect through December 31, 2012.
Abatement amount and length vary depending on which eligibility options are met and are determined using the "scorecard" available in the guidelines. The following renewable energy and energy efficiency projects may be eligible for up to a 100% tax abatement for a maximum of 10 years:
- Buildings that meet Leadership in Energy and Environmental Design (LEED) Green Building Rating System standards (or equivalent rating system)
- Projects that are enrolled in the CPS Energy Windtricity program or other CPS Energy renewable energy program
- Projects that provide jobs and investment through renewable energy, green, or clean technology
Certain requirements may apply, including investment minimums, job creation minimums, employee health care requirements, local hire requirements, and wage minimums.
