These funds may be used in electrical and plumbing problems, installation of new windows, roof and HVAC systems, removal of lead paint, etc. Their Housing Rehabilitation Program or HRP is available to homeowners within the city limits of the City of Gainesville whose tax assessed, sales price, or appraised value of their home may not exceed $258,690.00. To be eligible for this program, you must meet certain criteria such as:

  • You own and occupy the home, and it is your primary residence, 
  • You must have owned and occupied your property for at least 5 years prior to submitting an application for assistance,
  • You are current on your property taxes, mortgage, and insurance,
  • You must attend a mandatory Homeowner Education & Training Workshop,
  • Your household Annual Gross Income must not exceed current income limits.

These funds may be used for repairs such as structural, roof, electrical, plumbing, heating, and accessibility repairs. A 10-year, 0% interest due-on-sale mortgage and note is notarized and recorded in the Alachua County public records for the total amount of the repair assistance awarded to the homeowner. If your property is located in the city of Melbourne you may get financial aid in the form of a deferred payment loan from the home improvement programs they offer. The Homeowner Housing Rehabilitation Program is funded by the HOME Investment Partnership Program and the State Housing Initiatives Partnership (SHIP) Program. The maximum amount of this grant is $60,000.00 According to their official site, to apply for this program you must meet certain criteria such as:

  • You own the property and it is your primary residence,
  • You meet the income criteria using the U.S. Department of H.U.D. Income Limits,
  • Make a minimum financial contribution equal to $1.00 for every $20.00 of assistance if household income is low or $1.00 for every $40.00 of assistance if household income is very low. Extremely low income households are exempt,
  • Assistance cannot cause the applicant to exceed the $75,000.00 lifetime City housing assistance cap.

The Escambia County Community Development Agency also administers the Residential Rehab Grant Program which provides matching grant funds up to $6,000.00 to homeowners for eligible improvements to residential property located within Escambia County’s designated redevelopment districts. If you own a home within Sarasota County, you may be eligible for a zero percent deferred loan to repair your home. You can use these funds for emergency repairs, and addressing code violations, such as roof repair, plumbing, and electrical repairs, air conditioning repair, etc. Loans may be used to repair single-family homes, and you (the homeowner) must live in the home and have an income at or below 80 percent of the Sarasota Median Income.

Clay County also offers home improvement funds, through its Owner Occupied Rehabilitation Program. This program offers eligible homeowners up to $25,000.00 in deferred loans and other assistance. To be eligible for this program you must meet certain criteria:

  • You must reside in Clay County outside of the Moorhead city limits, 
  • You must own the home and live in it,
  • You need to be income qualified,
  • The home repairs need to be beyond basic maintenance,
  • A portion of the deferred loan may be forgiven.

This county also offers the Rehabilitation Loan Program and provides 0% interest deferred loans from $1,000.00 to $27,000.00.

The State Housing Initiatives Partnership Program or SHIP also provides funds in Citrus County for low-income families. Their Emergency Home Repair Program will provide home repair assistance for qualified families facing acute emergencies. Eligible repairs include re-roofs, electrical repairs, plumbing repairs, and heating/cooling replacement or repair. Home Repair Low Income Families is another one of their programs that provides rehabilitation repairs to correct serious structural and/or health and safety-related issues. According to their official website, eligible repairs include repair of, or provision for, structural supports and foundations, repair or replacement of electrical wiring, roof, heating and/or cooling system, sanitary water and waste disposal systems, alteration of the units interior or exterior to provide greater accessibility for any disabled family members, and repair of seriously deteriorated siding, porches, or stoops. 

The City of Pinellas Park offers a Home Improvements Matching Reimbursement Grant Program to assist qualifying Pinellas Park homeowners with financial assistance for home improvements needed at their primary residence. Financial assistance is available for eligible applicants to address health, safety, and welfare issues on their residential property. These funds may be used for structural repairs, weatherization, and insulation, roof replacement, and repair, window replacements, door repairs, etc. The maximum grant award for a project to an eligible applicant is $7,500.00. The eligibility requirements for this program are:

  •  Applicants must own and occupy the property as their primary residence,
  • The property must be located within the City of Pinellas Park,
  • Applicants are current on all debt secured against the property,
  • the property’s tax assessed value cannot exceed $200,000.

The Miami-Dade County also administers two home rehabilitation programs. The Housing Rehabilitation Program offers a forgivable loan to help low-income qualified single-family homeowners make repairs. Repairs are prioritized to eliminate health and safety issues, correct code violations, make the home more energy-efficient and make improvements. Types of repairs include roofing, plumbing, heating, and electrical. Single-Family Home Rehabilitation is another program that can help limited-income residents with home repairs. The program includes the services of a housing inspector for applicants who have received a house rehabilitation loan through Miami-Dade County’s Public Housing and Community Development. The City of North Miami uses many federal funds for its home improvement programs. The Single Family Rehabilitation offers financial aid to homeowners whose household income is at or below 80% of the area median income. Income eligible households are offered financing in the form of a forgivable deferred loan during the affordability period of seven years for the CDBG and SHIP programs and up to 15 years for the HOME Program. The maximum amount of these funds is $10,000.00 for Category 1 – Beautification repairs, including exterior painting, gutters, shutters, soffits, repaving of the driveway, etc. The maximum amount of these funds is $20,000.00 for Category 2 – Structural repairs, including roofs, windows, and doors. These programs are available only to residents of the City of North Miami, with a priority given to seniors and disabled people.

The Pasco County Community Development Department provides financial aid in the form of a zero-interest loan recorded as a mortgage on your property. This program is available countywide, including the six cities, to single-family homes, villas, condominiums, and townhomes. This program is for homeowners that need help funding major repairs on their homes. Eligible applicants must have incomes that are under 120% of the area median income  Eligible repairs are limited to leaking or failed roof systems, failing or lacking plumbing, poor or hazardous electrical systems, failed structural systems such as walls, and floors, window repair, and replacement, etc. These funds are provided by the U.S. Department of Housing and Urban Development (HUD) and The State Housing Initiative Partnership (SHIP). Sumter County can offer you help through its Emergency Home Repair Assistance Program for emergency repairs including septic system repair or replacement, roof replacement, well repair or replacement, HVAC system repair, etc. According to their official website, the maximum award for assistance is $15,000.00 Assistance shall be in the form of a zero percent interest loan secured by a recorded mortgage and promissory note with monthly payments required unless the cost is $1,500.00 or less, then it will be in the form of a forgivable loan.

Home repair grants and loans are also available in Orange County. The Housing Rehabilitation program assists qualified homeowners with repairs to eliminate existing life, safety, health, and code violations. Residents of New Port Richey can also use the Home Improvement Reimbursement Grant Program for their emergency home modifications. A Roof Repair Program is available in the city of Gainesville, administered by the Housing & Community Development Division. This program provides help to properties whose tax assessed, sales price, or appraised value doesn’t exceed $258,690.00. This program offers funds to very low and low income homeowners within the city limits of Gainesville that meet the required criteria:

  • They own and occupy the property and it is their primary residence,
  • They are current on their taxes, mortgages, and insurance,
  • The property has not previously received roof repair assistance,
  • They attend a mandatory Homeowner Education & Training Workshop,

What is the Emergency Mortgage Assistance Program?
