  • Must be a resident of the state of New Jersey,
  • Must need financial assistance for home energy costs,

  • Work to be done must exceed $1,000.00,
  • The household income limit is $40,140.00 for a family of one, $45,840.00 for a family of two, etc.

Elderly homeowners in Union County may use funds up to $5,000.00 through its Senior Home Improvement Grant Program. These funds may be used in projects including the repair or replacement of substandard heating, electrical, and plumbing systems, structural repairs, repairs to correct code viola­tions, lead-based paint remediation, and stabilization measures, energy-saving measures such as insulation, new windows, and storm doors. Are there grants for low income homeowners?

There is a variety of financial assistance available when it comes to home improvement grants and loans in New Jersey. You may be eligible for all kinds of federal, state, county, or city grant programs. There are also non-profit organizations and charities that help families in need, giving priority to low-income families with children, seniors, people with disabilities, and veterans. The Home Improvement Programs were created to assist eligible low and moderate households with repairs or replacement of major home systems to correct existing interior and exterior health, safety, and substandard code conditions. Funds may be used only for work and repairs required to make the house code standard, conserve energy and remove health and/or safety hazards. There is no cost to apply and applying to these programs does not affect your credit score.

The Bergen County Home Improvement Program (HIP) offers interest-free loans to Bergen County low and moderate-income homeowners who are seeking to make necessary repairs to their homes. The program applies to single-family homes, two-family homes, and condominiums. Eligible improvements include exterior and interior improvements such as heating, plumbing, electrical; roof, leaders, gutters, exterior siding, as well as windows, doors, driveway, sidewalk, steps, and other home improvements. According to their official site, HIP offers deferred pay back loans of up to $17,500.00 for a single-family home and condominium interiors and up to $25,000.00 for a two-family home. Loans are interest-free with no monthly payments and no fees. Payment is due only when the home is sold or the title is changed. Eligibility is based on income, family size, and type of improvement. There is also a Home Improvement Grant Program in Union County, which provides rehabilitation assistance to owner-occupied, low to moderate-income households in many townships within the County. Financial assistance in the form of an interest-free, deferred loan to cover repairs including electrical and plumbing system repairs, structural repairs, correcting code violations, replacement of windows and doors, etc. The maximum assistance per household is $24,999.00. This program is open to low to moderate homeowners who reside in Berkeley Heights, Clark, Cranford, Fanwood, Garwood, Hillside, Kenilworth, Mountainside, New Providence, Roselle, Roselle Park, Scotch Plains, Springfield, Summit, or Westfield.

Camden County also administers a Home Improvement Program or HIP. This program provides financial assistance of up to $20,000.00 toward home rehabilitation for eligible homeowners in Camden County. Financial assistance in the form of a no-interest, the deferred loan is given to homeowners to cover the cost of projects including plumbing, heating, roofing, electrical, and structural repairs. This program is open to Camden County homeowners except for those in the City of Camden and Gloucester Township. 

Mercer County also offers assistance to its residents through the Housing Rehabilitation Program to provide moderate rehabilitation to owner-occupied low and moderate-income households. Financial assistance is provided in the form of an interest-free deferred loan. Repayment is due in full upon transfer of title. 

To qualify for this program, applicants must meet certain criteria:

  • Applicants must be residents of Mercer County,
  • They must own the home, reside in it and it must be their primary residence,
  • They must be current on their taxes and insurance,
  • Property value cannot exceed 95% of the median purchase price for the municipality,
  • Work to be done must exceed $1,000.00,
  • The household income limit is $44,750.00 for a family of one, $51,150.00 for a family of two, 57,550.00 for a family of three, etc.

Passaic County administers a Housing Rehabilitation Program using fundings from the Community Development Block Grant Program. The program will assist low-income homeowners with less than 80% of the median income for the Bergen-Passaic Metropolitan Statistical Area. These funds may be used to address immediate and critical housing rehabilitation problems to ensure the safe and continued occupancy of the property. Forgivable loans up to $7,500.00 are offered to single-family homes owners located in Bloomingdale, Haledon, Hawthorne, Little Falls, North Haledon, Pompton Lakes, Prospect Park, Ringwood, Totowa, Wanaque, West Milford, and Woodland Park. These funds may be used in repairs including heating and electrical system repairs, plumbing system repairs, roofs, windows, insulation, foundation, and more. These funds are provided as a no interest (0%) ten-year forgivable loan, there are no monthly payments and the loan is forgiven if the homeowner maintains title and occupancy for a ten-year period. If you live in Bound Brook, own your home, and have the required household income you are eligible for their Home Improvement Program. The maximum amount you may receive is $18,000.00 provided as a no-interest, ten-year forgivable loan. These funds may be used in home improvement projects including repair and replacement of roofs, foundation, plumbing system, weatherization, electrical system, heating system, etc. There are no monthly payments and the loan is forgiven if the homeowner maintains title and occupancy for a ten-year period following the program’s rehabilitation work. The Township of Bridgetown also offers its low-income residents financial aid through its Housing Rehabilitation Program. How does HUD mortgage assistance work?

The U.S. Department of Housing and Urban Development (HUD) supports a network of housing counseling agencies throughout the country. These agencies provide advice on buying a home, renting, defaults, foreclosures, and credit issues. Your options may include a repayment plan, loan modification, short sale, or Deed-In-Lieu of foreclosure.

The Department of Housing and Urban Development (HUD) also funds an Emergency Homeowners Loan Program or EHLP, that provides mortgage help and loans to those homeowners who may be facing foreclosure due to a drop in household income from a job loss, underemployment, or reduction in working hours, involuntary unemployment, or a medical condition or emergency. 

To qualify for this program you must fit certain criteria such as:

  • You must be at least three months behind on their monthly mortgage payment,
  • The home involved must be your primary residence,
  • You must have demonstrated a timely payment record on their mortgage before he job loss or medical condition or event that produced the reduction of income for the homeowner.

If you are struggling to make your mortgage payment on your FHA-insured mortgage because of the impacts of COVID-19, you might get help from the Special COVID-19 mortgage relief for homeowners with FHA-insured single-family mortgages. What is the Emergency Mortgage Assistance Program?

Financial institutions will provide mortgage forbearance and financial protections for New Jerseyans facing economic hardship as a result of COVID-19. Due to the pandemics, a 90- day grace period for all mortgage payments is added to the end of the mortgage term. Also, for at least 90 days, financial institutions will waive or refund mortgage-related late fees and other fees including early CD withdrawals. 

The Department of Community Affairs also administers the COVID-19 Emergency Rental Assistance Program, which provides rental arrears and temporary rental assistance to low- and moderate-income households that have had a substantial reduction in income, have qualified for unemployment benefits, incurred significant costs, or experienced a financial hardship due, directly, or indirectly, to the COVID-19 pandemic.
