Description
On July 11, 2002, Missouri’s Governor signed into action HB 1402, providing for net metering of solar, wind, biomass, and fuel cell systems generating up to 100 kW. Utilities are not required to allow their customers to net meter beyond a total enrollment of either 10 MW or .1% of the utility’s peak load for the previous year. Individual utilities have until August 28, 2003 to adopt their conditions, terms, rates, and charges regarding net metering. Missouri’s Public Service Commission (PSC) will develop a standard interconnection agreement.
Net excess generation is credited to the following month. It is not specified within the legislation whether this credit may be carried on indefinitely, or whether it is eventually granted to the utility. Individual utilities have until August 28, 2003 to adopt their conditions, terms, rates, and charges regarding net metering.
Generating facilities must cooperate with all national codes (such as IEEE, NEC, and UL), as well as state and local regulations.
