Description
The Wyoming State Energy Office will contract with a third-party consultant for a Wyoming-based performance contracting program and alternate methods to serve small local governments. The program comprises three key and interworking components:
1. To support performance contracting, a third-party consultant evaluates and updates documents used by the program, develops and conducts outreach to clients, creates marketing support material, provides project review and monitoring, coordinates and oversees the work of prequalified energy services companies (ESCos). The performance contracting approach incorporates an investment grade audit (IGA) with energy efficiency retrofits and upgrades.
2. The Wyoming State Energy Office and the consultant will pilot other methods to provide energy services to smaller local governments through an alternative approach titled WYLite. The WYLite approach incorporates a no-cost energy audit/feasibility assessment performed as part of the process.
3. The Wyoming State Energy Office will co-promote the Wyoming Association of Municipalities/Wyoming County Commissioners Association (WAM/WCCA), zero interest energy lease program. https://www.wyomuni.org/
