Homeowners in Horry County Insist on Action Over Forsaken Duplex
In the Forestbrook area of Horry County, South Carolina, community members are voicing their frustration over a dilapidated duplex at 3900 Halyard Way. This property, long considered an eyesore, has been boarded up for years, causing not only visual blight but also structural concerns for neighboring residents.
Matthew O’Connell, who resides next door, has witnessed the property’s decline, particularly over the past few months. “The doors have been repeatedly broken open,” O’Connell reported, highlighting the security issues posed by the vacant building. The proximity of the decaying structure has led to tangible damage to his own home, forcing him to undertake repairs to his roof and wall.
O’Connell’s attempts to address the issue through county code enforcement initially seemed promising, with plans to demolish the building in August. However, these plans were halted due to concerns about potential damage to his residence during the demolition process.
Shamoya Eldemire, another local resident, has observed the situation for over a year and believes that the county’s inaction sends a negative message about the community. She proposes, “They should tear it down and create a welcoming entrance, which would reflect positively on our neighborhood.”
Investigations reveal that one of the property’s owners was previously incarcerated and has since been released. Despite attempts to contact the homeowner, there has been no response.
Jimmy Richardson, the 15th Circuit Solicitor, explained the responsibilities of a property owner, which include yard maintenance, structural upkeep, and paying property taxes. He outlined the potential consequences of neglect, such as foreclosure or tax sale.
The ongoing neglect is more than an annoyance; it’s a financial concern for neighbors like O’Connell, who fears the impact on his property value. “I just want them to tear it down. I’m looking to sell my home eventually, and this is diminishing its worth,” he lamented.
