Changing Lives One Home at a Time
The Thompsons of Ridgway, Elk County, are one of the countless beneficiaries of this transformative program. Living with disabilities and faced with a growing home repair wish list that included a new roof, front porch, and more, they felt trapped by mounting expenses. But their lives changed when they stumbled upon the Whole-Home Repairs program online.
Terri Thompson expressed the urgency of their situation: “The deck of the porch was falling through to the point that neither of us wanted to walk on it.” They submitted an application and were quickly approved. What followed was nothing short of a miracle: “We ended up being able to get a roof, a new heater, and the porch redone. The company that did the porch was fantastic. They tore the porch off on Monday, set the footers on Tuesday, and it was done by Wednesday … Now we can walk on it without worry.”
A Groundbreaking Initiative
Thompson’s house was the pioneering project of the state’s Whole-Home Repairs program. A first in Pennsylvania, this initiative provides grants and forgivable loans to homeowners and small landlords to repair and weatherize their properties. It has created such a buzz that lawmakers are advocating for consistent future funding.
“We are beginning to remedy decades-old problems that stem from a lack of investment,” state Sen. Nikil Saval, the mind behind this bipartisan legislative effort, declared proudly. “The need to continue that kind of investment here in Pennsylvania – and frankly across the country – is paramount. With Whole-Home Repairs, we have created a model.”
Laying the Groundwork
Saval, a progressive force in the state Senate, won his first major legislative victory by rallying support for his proposal. It initially relied on leveraging $125 million in federal funds from the American Rescue Plan, offering up to $50,000 to eligible property owners. Sixty-four counties jumped on board, each receiving a minimum of $200,000.
Counties offer up to $50,000 to homeowners with income within 80% of the total area median income. Philadelphia, benefiting from the largest allocation, took it a step further by lowering the threshold to 60% to reach even more people.
“There are roughly 280,000 housing units in the commonwealth with moderate-to-severe physical deficiencies,” Saval explained, encompassing everything from lead paint and mold to inadequate heating or roofing.
Application Overload
The program was an instant hit, and the response was overwhelming. Waitlists for individual projects in counties like Indiana and Lackawanna exceeded allotments, and in areas like Lehigh County, the application portal was filled in just eight hours.
Elk and Potter counties also felt the excitement. Shawn McAuley, deputy director of the Northern Tier Community Action Corporation, said, “We have waiting lists in both counties now.”
Larae Franklin, a single mother from Genesee Township, expressed her gratitude: “It’s just a huge light at the end of the tunnel. Being a single mother, I could never find the ability to set aside or save up. To come across this program and have them be able to give me this blessing, it’s awesome.”
Demand for Development
The Whole-Home Repairs program’s success didn’t stop at housing repairs. It has also exposed the need for qualified workers in building trades, offering workforce development funds and connecting trainees with jobs in home improvement.
“Not only are people’s homes getting repaired, but people are being put to work doing them,” Saval noted.
However, the demand is also affecting the supply of contractors. McAuley explained that in rural areas with limited qualified contractors, scheduling jobs has been a challenge.
