The comprehensive approach is designed to protect the interests of tenants and homeowners while revitalizing and developing the community. Below are the core elements of this plan.

1. Assessment and Regulation of Housing Standards

The County will rigorously evaluate housing codes and rehabilitation standards in reinvestment areas to:

  • Protect established owners and tenants from excessive financial burdens.
  • Ensure that property regulations are fair, efficient, and in line with modern safety and environmental standards.

2. Strategic Rehabilitation of Apartments

The plan includes carefully staged rehabilitation of apartment units, prioritizing:

  • Allowing tenants to remain in their homes during and after renovation.
  • Focusing first on empty units to minimize disruption.

3. Temporary Relocation Facilities

The County will:

  • Arrange suitable temporary housing for those needing relocation during rehabilitation processes.
  • Ensure comfort and convenience for residents.

4. Adoption of Anti-Displacement Policies

Policies will be put in place to:

  • Identify and mitigate displacement due to intense public investment.
  • Provide reasonable protections for tenants facing conversion to condominiums or cooperatives.

5. Tax Assessment Strategies

Tax policies will be structured to:

  • Offer deferred tax payment plans and other means to soften the impact of rising property taxes on lower-income owners or tenants.

Where possible, the County will:

8. Compliance with Demolition and Conversion Regulations

The County will:

  • Focus on demolishing or converting only unoccupied or non-residential structures.
  • Strictly adhere to the definition of “lower-income dwelling units” in compliance with legal guidelines.

Relocation Assistance to Displaced Persons

The County will ensure the provision of relocation assistance for affected lower-income tenants, in line with legal requirements. Both lower-income and other displaced persons will receive assistance as per the applicable regulations.

One-for-One Replacement of Lower-Income Dwelling Units

The County will replace all affected lower-income dwelling units in accordance with specified guidelines. A detailed plan will be made public, including:

  • Project description, schedule, and location.
  • Information about replacement lower-income housing.

Adherence to Regulations

The County will strictly follow the guidelines set in 49 CFR 24. (a)(8) for all replacements of lower-income dwelling units.
