Moline residents, eager to enhance their homes, now have an exclusive opportunity through the Homeowner Assistance Fund Home Repair Program (HAFHR). This initiative, fueled by the American Rescue Plan Act, allocates funding to Moline homeowners grappling with pandemic-induced financial strains or housing instability. Securing a $1 million grant from the Illinois Housing Development Authority, the City of Moline aims to kickstart this transformative program.
KJ Whitley, Moline’s Community Development Manager, expressed enthusiasm about the grant, emphasizing its potential to rejuvenate the city’s aging housing inventory. Selected from a competitive pool of 60 applications, Moline’s $1 million award amplifies ongoing efforts to revitalize neighborhoods and fortify community well-being.
The program’s launch on January 18 at 9 a.m. opens doors for 20 fortunate homeowners, with the possibility of expansion if additional funding is secured. To qualify, household income must not exceed 150% of the city’s median income, capped at $132,600 for a family of four. Eligibility criteria encompass financial struggles post-January 21, 2020, related to the COVID-19 pandemic, compliance with income limits, primary residence ownership, and being up-to-date on mortgage payments or mortgage-free.
Eligible property categories range from single-family homes, including Accessory Dwelling Units (ADUs), to 2-to-4-unit residential buildings where the owner resides. Manufactured homes on permanent foundations, condominiums, and cooperative units also cut, provided the homeowner owns the land, and the property is taxed as real estate.
Certain property types, such as those with reverse mortgages, investment properties, home equity lines of credit, or under a contract-for-deed, are ineligible. Additionally, properties primarily used for business (occupying more than 50% of the floor space for business purposes) are excluded.
The program encompasses a variety of project costs, with a construction cost limit of $60,000 per unit. Examples of eligible projects include addressing health and safety issues, resolving code violations, roofing, soffit/fascia/gutters, drainage and runoff management, as well as modifications for accessibility. The aim is to undertake vital repairs tailored to each home’s specific needs, fostering a healthier and safer living environment for Moline residents.
