In Clinton County, New York, residents who bore the brunt of severe storms last summer now have a beacon of hope in the form of federal assistance. The U.S. Small Business Administration (SBA) has intervened to offer crucial support to those who suffered from the devastating effects of heavy rains and flooding on July 9 and 10, paving the way for their recovery.

One local business, Sherry’s Kitchen, experienced the storm’s impact firsthand, leading to temporary closure and significant damage in the surrounding area. Debbie Weeks, a staff member at Sherry’s Kitchen, shared her experience, saying, “We were closed for a bit because of it. We live right down the road, so the whole area was pretty destroyed.” This story is just one of many in the community that highlight the widespread impact of the summer storms.
In response to these challenges, Sherry’s Kitchen, along with other affected homeowners in Clinton County, now have the opportunity to apply for low-interest disaster loans. These loans are designed to assist in the rebuilding and recovery process, offering a financial lifeline to those in need.

To facilitate the application process, the Disaster Loan Outreach Center has been set up inside the Ellenburg Town Hall. Here, applications for assistance are available both online and in person, providing convenient access for all affected parties.
Dorris Evans, a public affairs specialist at the SBA Office of Disaster Recovery & Resilience, is focused on raising awareness about this crucial assistance. “Part of the reason we’re here is to help get our message out. Letting the community know and meeting with other stakeholders in the community to get disaster survivors into the center,” Evans explained.
SBA officials at the outreach center are on hand to answer questions and encourage affected individuals to apply, regardless of the type of loss or damage they experienced during the summer storms. “If you’re a homeowner, if you’re a business, if you’re a renter or a nonprofit. Any type of physical damage. Please come and talk to our customer services. They’re here for that,” Evans added.
The community, including Debbie Weeks, is grateful for this additional support. She expressed her family’s situation, saying, “My mother owns this restaurant, so she’s the one that’s supporting all of us. She’s struggling pretty well, so a little bit of extra help would work out.”
The Disaster Loan Outreach Center will remain operational until December 22, offering a critical period for those affected to seek assistance. The deadlines for applications have been set to ensure timely support: January 30, 2024, for property damage claims, and September 3, 2024, for economic injury applications. This structured timeline aims to provide ample opportunity for all affected parties in Clinton County to access the support they need to rebuild and recover from the summer’s devastating storms.
