The Charlotte County Government in Florida has taken a proactive step to address a common barrier to homeownership: the challenge of affording the down payment on a new home. Recognizing that many individuals can manage monthly mortgage payments but struggle with the initial lump sum required, the State Housing Initiatives Partnership (SHIP) Program was established. This program is specifically designed to assist potential homebuyers by providing a significant portion of the down payment needed for their mortgage transaction.

Extensive Financial Assistance for Homebuyers

The SHIP program offers substantial aid to income-eligible applicants, providing up to 10 percent of the home’s purchase price, with a maximum award of $15,000. This assistance is extended in the form of a zero-interest loan, making it a financially manageable option for many. The loan is structured for repayment only under certain conditions: if the home is sold, converted into rental housing, or ceases to be the borrower’s primary residence.

Eligibility Criteria for Applicants

To qualify for the SHIP Program, applicants must meet several criteria:

  • They must be first-time homebuyers, defined as individuals who have not owned a home within the last three years.
  • Applicants are required to have been living or working in Charlotte County for at least six months before applying.
  • The first mortgage debt-to-income ratio should not exceed 30 percent, and the total debt-to-income ratio (excluding basic utilities) should be no more than 40 percent.
  • A minimum contribution of $500 from personal funds towards the down payment is mandatory.
  • Completion of a homebuyer’s education program is a prerequisite for all borrowers.

Property Eligibility and Location

Eligible properties under this program must be owner-occupied and can be located anywhere within Charlotte County, including areas like Port Charlotte, Punta Gorda, and Englewood. The funds can be used to purchase a new or existing single-family home or a qualified condominium, as long as the purchase price does not exceed the program’s limit of $253,809. It is important to note that mobile homes are not eligible for funding under this program.

Income Limits for Household Eligibility

The program sets specific income limits based on household size:

  • 1 person household: $30,550
  • 2 person household: $34,900
  • 3 person household: $39,250
  • 4 person household: $43,600
  • 5 person household: $47,100
  • 6 person household: $50,600

Household income is defined as the total income of all household members aged 18 and older who will be living in the home, regardless of whether they are on the mortgage.

The SHIP Program by the Charlotte County Government is a significant initiative, offering a practical solution to the down payment challenge and opening the doors to homeownership for many potential buyers in the community.
