In Texarkana, Texas, the city has been awarded a significant grant aimed at aiding the construction of new homes for low-income homeowners. This grant, part of the HOME Investment Partnership Program provided by the Texas Department of Housing and Community Affairs, is a substantial step towards improving housing conditions for the city’s less affluent residents.

To disseminate information about this program and assist eligible homeowners, a two-day event is scheduled for December 12th and 13th, from 10 a.m. to 3 p.m., at the Bowie County Health Center located at 902 West 12th Street. The event is designed to educate interested households about the program and guide them through the rebuilding process.

Each day of the event will feature a 30-minute informational session explaining the program’s details and the application process. Following these sessions, representatives will be available on-site to assist attendees with their applications and any necessary documentation.

The primary goal of the HOME Investment Partnership Program is to enhance the availability of decent, safe, and affordable housing for low-income families. The program achieves this by providing funds to demolish substandard housing and construct new homes on the same site.

Eligibility Criteria for the Program:

  • Homeowners must live in a substandard home.
  • Residency within the city limits of Texarkana, Texas, is required.
  • Applicants must own their home.
  • Property taxes must be current.
  • A clear title to the property is necessary.
  • Household income should be below 80% of Bowie County’s median income.

Participation in the program is at no cost to the homeowner. The assistance comes in the form of a conditional grant for five years or as a deferred forgivable loan over 15 years. If a homeowner decides to sell their property within this period, they are required to repay a portion of the home’s cost. After the specified time, the grant or loan is completely forgiven.

Applications for the program will be accepted exclusively in person during the event. The deadline for submitting all additional materials following the application is set for January 5.
