Pennsylvania Rolls Out New Program, Dedicates Millions for Home Repairs and Weatherization in Philadelphia

This impactful financial aid is the outcome of bipartisan legislation, facilitated through the current budget, that birthed the Whole-Home Repairs Program. It brings a wave of relief for eligible homeowners, who can now benefit from grants of up to $50,000 for their home repairs. Simultaneously, small landlords stand to gain the same amount as forgivable loans, easing their financial burden significantly.
State Sen. Nikil Saval, D-Philadelphia, who championed this legislation in March 2022, praised the program, asserting, “For homeowners, this program is instrumental in preserving their residences for themselves and future generations. Meanwhile, the funding allows small landlords to make necessary repairs without resorting to hefty rent hikes, preserving a considerable portion of affordable housing.”

The distribution of funds was sought by individual counties applying through the Pennsylvania Department of Community and Economic Development. A total of approximately $120 million was apportioned amongst 64 of Pennsylvania’s 67 counties, as per DCED records. However, Adams, Perry, and Sullivan counties refrained from submitting applications for the funding.
Among all recipients, Philadelphia emerged as the major beneficiary, being granted just over $21 million, the largest allocation in the state. Furthermore, the neighboring suburban areas, including Bucks, Montgomery, Chester, and Delaware counties, are set to receive a combined total of about $18 million.
Expressing gratitude for the financial support, Jamila Davis, a spokesperson for the Philadelphia Housing Development Corporation, stated, “We appreciate the additional resource and are hopeful that Whole Homes funding continues to be part of the state budget.”
As for utilizing the funding, Philadelphia plans to augment existing city programs, such as the Basic Systems Repair Program, the Adaptive Modifications Program, and the Built to Last program, according to Davis. In addition, the funds will be employed to establish a Rental Improvement Fund, which will assist landlords requiring support for property enhancements. Additionally, the funding will facilitate the growth of workforce development initiatives, specifically in “green residential construction, HVAC, and related skills.”
As the state continues to grapple with the financial fallout of the COVID-19 pandemic, this program comes as a lifeline for homeowners and landlords. The initiative, believed to be the first of its kind, acknowledges and addresses the ongoing significant need for home repairs throughout the state.
