Pennsylvania Homeowner Assistance Fund Making Strides in Pandemic Relief Efforts

Introduction
The Pennsylvania Housing Finance Agency (PHFA) is pleased to report significant progress in administering the Pennsylvania Homeowner Assistance Fund (PAHAF), aimed at supporting individuals facing hardships due to the COVID-19 pandemic. With $350 million allocated from the American Rescue Plan Act of 2021, the program focuses on preventing mortgage defaults, foreclosures, and utility disruptions for homeowners experiencing financial challenges.

Monthly Progress
From August through January, the PAHAF program has shown steady growth, disbursing an additional $10.7 million in January alone. The total number of households assisted has reached 15,176, with a cumulative disbursement of $198.3 million. Monthly data is accessible through the PAHAF dashboard, providing an interactive county-wise breakdown.

Ongoing Efforts to Streamline Assistance
To enhance efficiency, PHFA encourages applicants to re-register using new software that automates processing steps. This ensures the latest documents are uploaded, allowing applicants to track their progress accurately. The re-registration process, taking approximately 30 minutes, is available on the PAHAF website or via the call center at 1-888-987-2423.

Priority for Homeowners Facing Adverse Actions
Homeowners facing foreclosure, sheriff sale, or utility shut-off are urged to verify their application status and notify the PAHAF call center promptly. This allows the program to prioritize their application, determine eligibility, and disburse approved funds to prevent adverse actions.

Impactful Testimonials
PHFA Executive Director and CEO Robin Wiessmann highlights the program’s success through impactful testimonials. One homeowner in Philadelphia expressed profound gratitude, stating, “The thought of losing my home has caused me insomnia, depression, and anxiety. I can’t thank you enough.” This homeowner received over $26,750 in mortgage assistance, along with utility support.

Program Management Enhancements
In early 2023, PHFA transitioned PAHAF management in-house to expedite payments. Strengthening program procedures, hiring more staff, and implementing the Neighborly software system have improved application tracking and overall efficiency.

Eligibility and Assistance Details
PAHAF targets homeowners facing income reduction or increased expenses due to the pandemic after January 21, 2020. Assistance covers mortgage reinstatement, forward mortgage payments, property charges, and unpaid utility bills. Funds are directly distributed to authorized third parties, and the program aims to disburse all $350 million by September 2025.
