Free Home Repairs for Indianapolis Homeowners: Citizens Energy's House to Home Program
Is your home too cold in winter? Are your heating bills too high? If you own your home in certain parts of Indianapolis and have a lower income, Citizens Energy Group's House to Home program could fix that — for free.
Every year, Citizens Energy sets aside $90,000 to help low-income homeowners make their homes more energy efficient. The money goes to three local nonprofit groups, which then help homeowners get repairs done at no cost.
What Kind of Help Is Available?
Through this program, you could receive:
- New weatherstripping on doors and windows
- Insulation upgrades
- Furnace repairs or replacement
- Other improvements that lower your heating and cooling costs
Who Can Apply?
To qualify, you must:
- Own the home you live in
- Live in one of these ZIP codes: 46201, 46203, 46208, or 46218
- Have a household income below these limits:

How Do You Apply?
You apply by reaching out directly to one of the three participating nonprofits. Pick the one that covers your neighborhood:
- Southeast Neighborhood Development: Email housing@sendcdc.org
- Shepherd Community Center: Email dennisw@shepherdcommunity.org
- Martindale Brightwood CDC: Fill out the home repair interest form
When you reach out, describe two or three repairs your home needs most. The nonprofit will follow up from there.

Lower heating bills mean more money in your pocket every month. A single furnace upgrade or better insulation can save hundreds of dollars a year. And because this is a grant — not a loan — you never have to pay it back.
