CT Homeowners Rally Together Against Expensive Home Repairs

Seven years ago, homeowners in Connecticut faced a dire situation as their foundations crumbled, leaving them with a sense of anger, fear, and despair. In those trying times, they embarked on a remarkable journey of grassroots organizing, turning their collective frustration into a force for change. Today, hundreds of millions of dollars in aid have been secured, and thousands of homes are on the path to restoration.

The year was 2016 when homeowners grappling with crumbling foundations convened in Stafford for a community discussion. At that moment, there appeared to be no solace in sight. The catalyst for this gathering was Tim Heim, an organizer who ignited a spark of hope. Homeowners, numbering in the dozens, shared their stories, baring their emotions, and revealing the devastating impact on their most substantial investment and savings.

For Heim, it was a first-time experience in organizing such an event. "I never stood behind a podium in my life," he recalled. "I just wanted to talk about the intense emotional feeling I had felt after being told I needed $200,000 to fix my house." Being in a room filled with others who shared the same emotions was a priceless realization for him. "It was kind of like an AA meeting for crumbling foundations," he mused.

Adding to their woes, insurance companies were not obligated to cover the cost of repairing these foundations. This issue escalated to the Connecticut Supreme Court, which ruled against requiring insurers to pay, arguing that foundations were not in imminent danger of collapsing. Despite several legislative attempts to amend insurance policy language to encompass foundations, these efforts fell short.

The calamity reached far and wide, affecting entire neighborhoods and condominium complexes that had all used concrete from the now-defunct Stafford-based J.J. Mottes Co. Some homeowners found themselves in the unfortunate position of having multiple properties affected, including their primary residence and rental properties. Others resorted to paying out of pocket to address their foundation issues, long before any state funding became available.

From the ashes of despair, the Connecticut Coalition Against Crumbling Basements emerged in the wake of that fateful 2016 meeting. This grassroots organization would go on to exert relentless pressure on lawmakers, urging them to allocate funds to help homeowners regain their residence, safety, security, and sanity.

Fast forward seven years, and the efforts of individuals like Tim Heim, who had little experience in public speaking or navigating a financial crisis, have yielded astounding results. Over $300 million in funding has been secured, and more than 800 families have witnessed the transformation of their homes into structurally sound havens.

Furthermore, advancements in technology have improved the cost-effectiveness of restoring these crumbling foundations. What once could have set a homeowner back more than $200,000 can now be achieved for a little more than half that amount, offering newfound hope and financial relief to those who have weathered this tumultuous journey.
