Elyria Is Launching a New Grant to Fix Broken Furnaces and AC Units

If you live in Elyria, Ohio and your furnace, air conditioner, or water heater is failing, help may be on the way. The city is moving forward with a new Residential HVAC Energy Efficiency Grant Program that would give eligible homeowners up to $10,000 to repair or replace failing heating, cooling, and hot water systems.

The program is funded by $100,000 from the Northeast Ohio Public Energy Council (NOPEC) and is designed to help residents who face emergency HVAC situations. Elyria City Council is expected to vote on final approval in the coming weeks — but officials have already advanced it through committee, and it's on track to launch soon.

What Does the Grant Cover?

Under the proposed program, grants of up to $10,000 can be used for:

  • Furnace repair or replacement
  • Air conditioning unit repair or replacement
  • Heat pump installation or replacement
  • Hot water tank replacement
  • Related electrical or ventilation upgrades required for installation

This is not a loan — there is no repayment requirement and no lien placed on your property.

Who Qualifies?

Here's what makes this program special: it has higher income limits than most home repair programs. Households earning up to 150% of the area median income (AMI) would be eligible. For a family of four in Elyria, that works out to roughly $140,000–$145,000 per year.

By comparison, most federally funded housing assistance programs cap eligibility at 80% AMI. This program is designed to help working-class families who make too much for traditional assistance but still can't afford a major HVAC emergency out of pocket.

Additional requirements:

  • Must be an owner-occupied home
  • Must provide at least two contractor estimates
  • City staff will inspect the property to verify need and confirm contractors are properly licensed
  • Payment goes directly to the contractor upon completion
