What the FOVIS Subsidy Is

Household Composition Requirements
Applicants must form a household that shares the same residential space. A household under FOVIS rules typically includes the head of household, spouse or partner, and dependent children. Employment and Contribution Requirements
Applicants must be affiliated with a Compensation Fund through employment or as an independent worker. A common requirement is that the applicant have been affiliated as a contributor to a Compensation Fund for at least 12 months within the last three years. Property Ownership Rules
For subsidies supporting the purchase of new housing, applicants cannot currently own another home anywhere in Colombia. For construction-on-own-land subsidies, applicants must own the lot on which the home will be built (or the lot must belong to the implementing nonprofit or developer). For home-improvement subsidies, applicants must own a home that has documented deficiencies such as dirt floors, structurally unsound walls, unsafe roofing, or inadequate sanitary facilities.
Prior Benefit Restrictions
Applicants generally cannot have previously received a Family Housing Subsidy, a loan from the former Instituto de Crédito Territorial, or a loan from the Fondo Nacional del Ahorro for housing purposes. This restriction prevents the same household from receiving multiple housing grants from the national system.
Priority Scoring
FOVIS uses a priority scoring system when demand exceeds available subsidies. Households that include single mothers, elderly members, people with disabilities, or registered community mothers receive higher priority scores. Special programs may also give priority to displaced persons, victims of violence, indigenous groups, and Afro-Colombian communities.
