FY 2024 Interior-Environment Appropriations Bill Funding Breakdown

Overall Funding Level

The Fiscal Year 2024 Interior, Environment, and Related Agencies Appropriations Act delivered about $41.2 billion in total funding to federal agencies responsible for public lands, environmental protection, Tribal programs, and cultural agencies. Environmental Protection Agency

The bill provided the Environmental Protection Agency (EPA) approximately $9.158 billion, a decrease of about $976.5 million from the FY 2023 enacted level and roughly $2.92 billion below President Biden's FY 2024 budget request. EPA's core programs include clean water and drinking water infrastructure grants, air quality monitoring, Superfund cleanup, environmental enforcement, and chemical safety oversight. The EPA reduction reflected broader Republican appropriators' push to trim non-defense discretionary spending, though water infrastructure and key public health programs were largely protected.

Indian Health Service

The Indian Health Service (IHS) received approximately $6.96 billion, an increase of about $3.6 million over the FY 2023 enacted level. The bill maintained advance appropriations for IHS, which help ensure continuity of Tribal health care services even during future funding delays or government shutdowns. Funding supports clinical services, hospitals and health centers, mental and behavioral health, facilities, and urban Indian health programs.

Tribal Programs

Across the Department of the Interior and the Indian Health Service, the bill provided roughly $10.88 billion for Tribal programs. That figure includes operation of trust functions, Tribal government support, Indian education, road maintenance, law enforcement, and health services. Tribal appropriations have been a bipartisan priority in recent years, reflecting recognition of the federal government's trust and treaty obligations.

U.S. Forest Service

The U.S. Forest Service received approximately $6.07 billion, not counting additional funding for the Wildfire Suppression Operations Reserve. The Forest Service manages 193 million acres of national forests and grasslands and leads federal efforts on wildland firefighting, forest restoration, and research.

Wildfire Suppression

The bill included $2.65 billion in Interior-Environment funding for wildfire suppression. Wildfire suppression dollars pay for firefighter staffing, aviation assets, equipment, and field operations during fire season. The growing frequency and severity of western wildfires have made suppression funding a recurring appropriations priority.
