Gaithersburg Home Loan Assistance: A Path to Ownership

For many renters in Montgomery County, the leap from monthly rent checks to a mortgage feels out of reach, especially in Gaithersburg, where median home prices often outpace what first-time buyers can save in a few years. The City of Gaithersburg's Downpayment Assistance Program (DPA), commonly referred to as the Homebuyer Assistance Loan Program, is designed to shorten that gap by putting real money toward the closing table.

How the Program Works

The DPA provides up to $40,000 in down payment and closing cost assistance to eligible first-time homebuyers purchasing a home within the City of Gaithersburg corporate limits. The assistance comes as a 0% deferred payment loan, meaning no monthly payments and no interest accrue while the borrower owns the home. Buyers sign a promissory note and a second deed of trust with the City, and the funds are not forgivable, so the loan is repaid when the property is sold, refinanced out, or otherwise transferred.

Because the loan sits in second position behind the primary mortgage, buyers can pair the DPA with a conventional, FHA, VA, or Maryland Mortgage Program (MMP) first loan, stacking state and local assistance for a stronger offer.

Recent Changes Announced in April 2025

On April 29, 2025, the City announced a significant expansion and restructuring of the program. Households at or below 80% of Area Median Income (AMI) can now access up to $40,000, an increase over prior caps. Households earning between 81% and 120% of AMI qualify for up to $25,000. These tiers opened the program to moderate-income workers who previously earned too much for meaningful assistance but still struggled with Gaithersburg's entry prices.

Income thresholds scale with household size. A single-person household can qualify at roughly $68,500 at the 80% AMI tier, while a family of eight can earn up to approximately $245,045 at the 120% AMI tier and remain eligible.

The July 1, 2025 Lender Requirement

Effective July 1, 2025, all DPA applicants must work with a lender approved by the Maryland Mortgage Program. This requirement aligns the City program with the state's vetted lender network, which the City says will improve loan quality, simplify compliance, and make it easier to combine Gaithersburg's assistance with MMP first mortgages and additional MMP down payment products. Applicants already in underwriting before that date were given transition guidance; anyone starting a new application now must choose from the MMP-approved list.

Who Qualifies

To be eligible, an applicant must be a first-time homebuyer, defined as someone who has never owned a home or has not owned a home for at least three years prior to the date of settlement. The purchased unit must become the buyer's only residential property and primary residence.

Applicants must also have lived or worked within the City of Gaithersburg for at least one year before applying. When demand outpaces available funds, priority goes to specific groups: K-12 school employees, City of Gaithersburg staff, police officers, firefighters, and military veterans. That priority structure is meant to help retain the workforce that keeps the city running.

Before closing, buyers must complete a HUD-approved first-time homebuyer counseling class, a standard requirement that pairs financial education with the actual loan.

How to Apply

The first step is the DPA Pre-Application, available in English and Spanish through the City's Housing Services page. Completed forms are emailed to housing@gaithersburgmd.gov, and staff review for preliminary eligibility. Applicants who pre-qualify are then directed to complete their MMP-approved lender application, counseling certificate, and supporting income documentation.

Because funding is limited and priority groups compete for the same pool, interested buyers are encouraged to begin counseling and lender conversations early, before they have a ratified contract. The City typically updates program details and income tables on its Housing Services page, so applicants should check for the most current figures before committing to a home search.

Why It Matters

Gaithersburg's DPA does more than close a funding gap. By layering a deferred second loan onto a primary mortgage, it reduces the cash-to-close burden that pushes many otherwise qualified renters out of the market. For essential workers, veterans, and working families with deep ties to the city, the April 2025 expansion and July 2025 MMP alignment turned what was a modest program into one of the more substantial local homeownership tools in Montgomery County.
