Illinois Launches $15.3 Million Home Repair and Accessibility Program

Illinois homeowners struggling to pay for essential repairs have a new source of help. The Illinois Housing Development Authority (IHDA), through the Pritzker administration, has made $15.3 million available through the Home Repair and Accessibility Program (HRAP) — a statewide initiative designed to preserve existing affordable housing stock, invest in underserved communities, and help seniors and people with disabilities remain safely in their homes.

How Much Homeowners Can Receive

Under HRAP, eligible homeowners may receive up to $45,000 to cover critical repairs, delivered as a five-year forgivable loan. If the homeowner continues to occupy the home for the full five-year term, the loan is fully forgiven and nothing has to be repaid. For households needing only roof replacement — with no other significant documented health or safety issues — assistance is capped at $21,500.

If the property is sold before the forgiveness period ends, any unforgiven balance is due from the net proceeds of the sale.

What Repairs Are Covered

HRAP funds are targeted at work that keeps homes safe, livable, and accessible, including:

  • Critical health and safety repairs
  • Roof replacement and structural fixes
  • Accessibility modifications such as ramps, grab bars, and widened doorways
  • Energy-efficiency upgrades like insulation, windows, and HVAC work

Who Is Eligible

To qualify, applicants generally must:

  • Own and occupy the home as their primary residence
  • Have a household income at or below 80% of Area Median Income (AMI)
  • Be current on their mortgage payments and property taxes
  • Live in a single-family home located in the service area of a participating grantee

How the Money Reaches Homeowners

IHDA does not distribute HRAP funds directly to individuals. Instead, the agency awarded the $15.3 million to a network of local government agencies and nonprofit grantees across Illinois, which administer the program locally. Homeowners apply through the grantee that serves their county, which determines eligibility, scopes the repairs, and manages the construction.

IHDA has noted that some grantees may already have waiting lists, so funding availability at the local level is not guaranteed even when statewide dollars remain.

Homeowners interested in HRAP should:

  1. Visit the IHDA website and locate the grantee serving their county.
  2. Contact that grantee directly to confirm current application status and any waiting list.
  3. Gather documentation including proof of ownership, proof of income, and mortgage/tax statements before applying.
