Kinston Low-Income Homeowners May Get Urgent Repair Help Through New $137,500 Program

June 19, 2026

Kinston, North Carolina is moving ahead with an urgent repair program for low-income homeowners.

The Kinston City Council approved post-award documents for a $137,500 program from the North Carolina Housing Finance Agency. City staff said the money is expected to help up to eight low-income homeowners.

Who the program is for

The program is meant for very low-income homeowners who need urgent repairs that affect health or safety. It gives priority to people at risk of being displaced, including older adults, people with disabilities, veterans, and other special populations.

What repairs may qualify?

The repairs must address an urgent threat to health or safety. The city said work will follow competitive bidding through its approved contractor registry.

How the help works

Assistance is structured as a forgivable loan. The loan is reduced by $5,000 per year until it is fully forgiven.

How to learn more or apply

The city plans to hold two public information sessions for residents:

  • June 25 at 5:30 p.m. at City Hall Council Chambers
  • June 27 at 9:30 a.m. at the Georgia K. Battle Community Center

Residents can contact the city community development staff with questions about repair assistance, loan status, or application status.

This program is still being finalized, but the city has approved the required documents so implementation can begin.
