MACOMB Home Repair Program Gets Underway

Homeowners in Macomb are set to receive support for home repairs as the city secures a substantial grant of $500,000 from the Illinois Housing Development Authority. This generous funding is aimed at launching the new Home Repair and Accessibility Program (HRAP), which will benefit a dozen homeowners in the community.

John Bannon, the city's Community Development Coordinator, outlined the eligibility criteria for applicants, which are primarily based on income level. To be deemed eligible for consideration, applicants' income must not exceed 80% of the county's Area Median Income (AMI). A particular emphasis will be placed on those whose income is at or below 50% of the AMI.

In concrete terms, this means that to qualify for consideration under the HRAP, homeowners in Macomb should have an income not exceeding roughly $62,000. For those at the 50% AMI threshold, this figure drops to approximately $39,000.

Bannon explains the impact of this program on struggling homeowners: "We have residents who, despite owning their homes, are grappling with limited to moderate income levels and find it exceedingly challenging to carry out necessary repairs. The HRAP bridges this chasm between their aspirations for home improvements and their financial capabilities."

The funding provisions for each project are clearly delineated. For comprehensive rehabilitation and accessibility projects, a maximum of $45,000 can be utilized. For projects strictly focusing on roof repairs, the ceiling amount is set at $21,500.

Bannon also shared a realistic insight into the demand-supply equation, "Given the likely high demand vis-à-vis the available funding, we'll prioritize applications based on factors like income, disabilities, and pressing needs."

The program does set certain restrictions as well. Properties ineligible for this program include those with reverse mortgages, investment properties, and properties currently under a home equity line of credit.

The administrative reins of the program will be held by the Western Illinois Regional Council (WIRC). They plan to hold a public meeting in May to provide further details and answer any questions about the program.
