The Community Development Office plays a pivotal role in administering three critical entitlement allocations from the United States Department of Housing and Urban Development (HUD) on an annual basis. This initiative offers grants or grant/low-interest loans to eligible residents residing in suburban towns and villages (excluding the City of Rochester, Greece, and Irondequoit). Residents in these excluded areas should contact their respective municipalities for assistance.

Eligible repairs span structural aspects (such as roofs, foundations, windows, and exterior paint or siding), major systems (including plumbing, heating, or electrical), and accessibility accommodations (like ramps, lifts, doorways, and bathrooms). Routine maintenance, remodeling, and cosmetic improvements typically do not fall under the umbrella of eligible repairs.

Based on the cost of required repairs and household income, applicants can qualify for grants of up to $20,000. Applications are processed on a first-come, first-served basis. First-Time Home Buyer Program Monroe County's First-Time Home Buyer Program, expertly administered by The Housing Council, is tailored to support income-eligible first-time home buyers in their quest for homeownership. This program extends one-time grants to aid with down payments and closing costs for individuals purchasing homes in the suburban towns and villages of Monroe County.

These services encompass credit repair, budgeting, mortgage product guidance, savings programs, as well as pre-purchase and post-closing support.
