Norman is offering up to $14,999 in down payment help
The City of Norman, Oklahoma, has started a down payment assistance program for eligible buyers in three core neighborhoods. The program is funded by the federal HOME Investment Partnerships Program.

Eligible homebuyers may receive up to $14,999 for down payment assistance.
Where the home must be located
- Old Silk Stocking
- First Courthouse
- Original Townsite
Who may qualify
- Buyers must meet HUD income limits
- The home must be used as the buyer's primary residence
- The buyer must live in the home for at least five years for full forgiveness
The city said the income limit is generally 80% of area median income or below. The 2025 examples listed for Cleveland County include $62,550 for a two-person household, $78,150 for a four-person household, and $90,700 for a six-person household. New limits were expected in May.
Who runs the program
Neighborhood Housing Services Oklahoma will handle application intake, eligibility review, and distribution of assistance.
