Western North Carolina Homeowners Can Get Up to $16,000 for Energy Upgrades
North Carolina homeowners can now get help paying for energy-saving home improvements through two federal grant programs. The state received over $208 million from the Inflation Reduction Act to help families lower their energy bills.
Two Programs Available
1. HOMES Program - Up to $16,000
This program helps with energy-efficiency improvements like:
- Insulation upgrades
- HVAC system replacement
- Other efficiency improvements
The process starts with an energy audit that shows which upgrades will save you the most money. If your household earns at or below 80% of your county's median income (about $60,000 for a family of four in Buncombe or Henderson counties), you can get full coverage up to $16,000.
2. HEAR Program - Up to $13,000
This program helps you switch from oil, gas, or propane heating to electric systems. The grant covers up to $13,000 for:
- High-efficiency electric heat pumps
- Other electrification equipment
Households earning between 80% and 150% of area median income may qualify for partial help through rebates and tax credits.
Who Can Apply?
You need to provide:
- Proof of income
- Proof you own your home
- One year of electric bills

Why This Matters Now
After Tropical Storm Helene hit Western North Carolina, many families are struggling with damaged homes and high energy costs. This federal money is available now, but it won't last forever. Interest is growing through word-of-mouth, and the HEAR program funding could run out within months.
One local homeowner on Social Security was spending hundreds on oil deliveries for her old furnace. Through the HEAR program, she got a new electric HVAC system at no cost. Now she doesn't have to buy expensive oil anymore.
