Iowa Gov. Reynolds Commits $100M Federal Relief to Affordable Housing

Iowa Governor Kim Reynolds announced a $100 million investment of federal pandemic relief funds to address the state's housing shortage, with direct benefits for first-time and minority homebuyers as well as families looking to move into newly built and rehabilitated homes across Iowa.

Reynolds unveiled the plan on September 8, 2021, during the HousingIowa Conference in Cedar Rapids. The money came from Iowa's share of the American Rescue Plan Act (ARPA) and local fiscal recovery funds. State officials projected the investment would help build roughly 36,000 new housing units statewide, with an average public contribution of more than $9,000 per unit when combined with other financing.

How the $100 Million Breaks Down

The state divided the funding across six programs designed to move projects forward quickly and lower the cost of homeownership for Iowans:

  • $45 million to the Federal Housing Tax Credit Program, which the Iowa Finance Authority expected would advance about 15 stalled projects and deliver roughly 700 rental homes.
  • $20 million in gap financing for Workforce Housing Tax Credit Program projects facing rising construction costs.
  • $20 million for the Downtown Housing Grant Program, targeted at revitalizing upper-story and main-street housing in communities with populations of 30,000 or fewer.
  • $10 million for Homes for Iowa, a program that trains incarcerated Iowans in construction trades while producing affordable single-family homes for sale.
  • $4 million for a new Home Repair Block Grant Pilot Program aimed at helping existing homeowners keep their homes safe and livable.
  • $1 million for a Minority Homebuyer Down Payment Assistance Pilot Program to close homeownership gaps for Black, Hispanic, Asian, and Indigenous Iowans.

What It Means for First-Time Buyers

For Iowans trying to buy their first home, the most direct benefit comes from the Minority Homebuyer Down Payment Assistance Pilot and the Homes for Iowa program, which puts newly built houses on the market at prices designed to be reachable for working families. The broader workforce and downtown grants also increase the overall supply of starter and mid-priced homes, which can ease price pressure in tight local markets.

Bigger Housing Push

The $100 million announcement built on a separate $230 million, five-year housing package the Iowa Legislature approved earlier in 2021. Together, the two commitments represent one of the largest state-level housing pushes in recent Iowa history, reflecting the governor's stated goal of eliminating barriers for Iowans trying to enter the workforce and live near their jobs.

Administration of the funds was handled primarily through the Iowa Finance Authority and the Iowa Economic Development Authority, which opened application cycles to developers, local governments, and nonprofits in the months that followed.
