Victorian Solar Homes Rebate Guide: How to Maximize Your Savings
Editor's note: This guide covers the Victorian Solar Homes Program administered by Solar Victoria in the Australian state of Victoria. It is not a U.S. program and does not apply to American homeowners. If you landed here looking for U.S. solar incentives, see our coverage of state-level programs such as New York, Pennsylvania, and South Carolina solar rebates.
What the Victorian Solar Homes Program Offers
The Solar Homes Program, run by Solar Victoria (solar.vic.gov.au), is the Victorian Government's flagship household solar incentive. Eligible owner-occupiers can receive a rebate of up to $1,400 toward the cost of installing a rooftop solar panel (PV) system. Households that want to further reduce upfront costs can opt in to an interest-free loan for an amount matching the rebate, with no collateral required.
The rebate is paid directly to an authorised solar retailer after installation, so the discount comes off the invoice rather than arriving as a cheque.
Who Is Eligible
To qualify as a Victorian householder for the solar panel (PV) rebate, applicants must meet all of the following criteria:
- Be the owner-occupier of an existing property, or the owner of a home under construction, where the system will be installed.
- Have a combined household taxable income (of all owners) of less than $210,000 per year.
- The property's value must be under $3 million (for an existing home, or when construction is complete).
- The property address must not have previously received a solar panel (PV) or solar battery rebate under the Solar Homes Program.
- The property address must not have had a solar panel (PV) system installed in the last 10 years.
If you previously received a Solar Homes rebate and have since moved, you may apply again at your new address, provided that property has not already received a rebate under the program.
Rental Properties and New Builds
The solar panel (PV) rebate is also available for homes under construction and, through a separate stream, for rental properties — which means landlords and tenants can coordinate to share the benefit of a system installed on a rented home. Eligibility rules differ slightly for the rentals stream, so check the Solar Victoria website for the current product-specific guidelines.
How to Maximize Your Savings
- Use an authorised solar retailer and eligible products. Only systems installed by Solar Victoria-authorised retailers using products on the approved list qualify for the rebate.
- Stack the interest-free loan with the rebate. Opting in to the loan — which matches the rebate amount — can roughly double the amount of upfront cost you defer. From 1 May 2026, the loan must be selected at the time of application; you cannot add it later.
- Get multiple quotes. Authorised retailers compete for rebate-backed jobs, and pricing on comparable systems can vary significantly.
- Check federal Small-scale Technology Certificates (STCs). The national STC scheme (administered via energy.gov.au) provides a separate point-of-sale discount that's typically bundled into retailer quotes in addition to the Victorian rebate.
- Consider a battery later. The Solar Homes Program has historically offered a separate battery rebate stream; check current availability on solar.vic.gov.au before committing to a system design, so your inverter and wiring are battery-ready.
How to Apply
Applications are submitted through the Solar Victoria portal on solar.vic.gov.au. Households typically get a quote from an authorised retailer first, then the retailer lodges the rebate application on the customer's behalf. Service Victoria (service.vic.gov.au) also provides a front door to the program for account management.
Bottom Line
For eligible Victorian owner-occupiers, the Solar Homes Program is one of the most generous household solar incentives in Australia — a $1,400 rebate plus a matching interest-free loan, on top of federal STCs. The keys to maximising savings are using an authorised retailer, stacking the loan with the rebate where cash flow matters, and confirming the property hasn't already been counted under the program.
