
Wilmington Unveils New Homebuyer and Home Repair Initiatives
Wilmington city officials have recently unveiled the specifics of two programs aimed at providing financial assistance to individuals looking to purchase a home in the city and existing homeowners in need of substantial home repairs.
These programs were not only proposed but also secured funding during the fiscal year 2024 budget deliberations. The budget discussions culminated in the adoption of a new annual budget in May, which allocated resources to support these vital housing initiatives. Both programs have established income eligibility limits with the intention of providing assistance to individuals and families with limited financial resources.
The first of these programs, known as the Wilmington First Start Homebuyer Program, is set to commence accepting applications on Monday, November 13. With a total funding pool of $500,000, drawn from federal Community Development Block Grant (CDBG) funds and general funds, this initiative aims to offer much-needed financial support to first-time homebuyers and individuals who have not owned a home in the past three years. Displaced homemakers and single parents are also eligible to apply.
Under this program, eligible applicants can receive assistance of up to the lesser of $15,000 or 6% of the property's purchase price. These funds can be utilized for various purposes, including covering down payments, closing costs, or reducing the purchase price by reducing the principal amount. To qualify for this program, applicants must seek a fixed-rate mortgage loan free from origination points or fees, with a maximum term of 30 years. The second program, the Wilmington Owner-Occupied Rehabilitation Program, is designed to provide much-needed assistance to existing homeowners facing the challenges of significant home repairs.
