City of Bellevue Home Repair Assistance for Eligible Homeowners

The City of Bellevue Home Repair Assistance Program offers zero-interest home loans and grants to low- to moderate-income Bellevue residents for renovations linked to health and safety concerns. These funds can be used for home improvements like faulty plumbing, unsafe electrical wiring, poor heating, roof and gutter repairs, fencing and decking repair, siding repair and exterior painting, earthquake retrofitting, and more. This program is made possible by funds allocated to the city through a block grant from the federal Department of Housing and Urban Development.

There are four types of loans and grants provided to eligible Bellevue, WA homeowners. Deferred Payment Loans are no-interest loans for addressing health- and safety-related improvements that don’t need to be paid back unless the homeowner sells the home or it is transferred to a new owner. The maximum loan amount is $35,000.00 for the first year and up to $50,000.00 thereafter. Leveraged Loans cover one-half of the cost of the repairs and the homeowner provides the other half. This loan is also paid back only when the home is sold or transferred. The maximum loan match with city funds is $25,000.00. Emergency Grants are provided for health and safety hazards requiring more immediate attention. The maximum grant award is $7,000.00 and can be used for home improvements like sewer back-up and emergency plumbing repairs, hot water heater repair and/or replacement, furnace repair, and more. Minor Home Repair Assistance provides low-income homeowners with smaller-scale home repairs, such as fixing leaking faucets and clogged drains, replacing broken toilets and sinks, replacing broken light switches, installing smoke detectors, installing locks, and deadbolts, installing wheelchair ramps, grab bars/handrails, and other accessibility modifications.
